How to Balance a State Budget, Creatively

In Connecticut, Gov. Dan Malloy is even cutting from coupon clippers. His state is one of dozens with massive budget deficits. As part of the $1.5 billion in new and higher taxes in Connecticut, Malloy is proposing a new sales tax on the original price of a good or service, and not the discounted price.
